To secure urban infrastructure in Rajasthan, architects will now issue a completion certificate to the high rise buildings above 15 meters from ground. This certificate will be granted by an architect’s panel appointed by the UDH (Urban Development and Housing) department. The panel comprises of 10 architects that will oversee the layout plans proposed by urban improvement trust, development authorities and local bodies.
What is A Completion Certificate and Why is It Granted?
Nearly all the urban metropolises in Rajasthan feature multi-story skyscrapers that are several feet long. The number of sky-towering buildings is constantly on the rise in Rajasthan. About 20,000 buildings were constructed in Jaipur alone. It’s essential to consider their layout plan from safety point of view. A ‘Completion Certificate’ guarantees that the building’s blueprint has cleared all the relevant checks. Also, it has received the green signal by town planning department.
The certificate is issued to the buildings after proper inspection of the structural blueprint by town planning officials. Following this, the constructors can construct the building.
What Type of Building Calls for a Completion Certificate?
All developers that are constructing buildings that are more than 15 meters in height or built on a plot size of 5,000 square meters require a completion certificate from the civic body. Following a joint decision taken by the ULB (Urban Local Bodies), this order is effective in all 191 urban local bodies and development authorities.
Why is the Certificate Necessary?
With shortage of inspection staff in town planning department, it was hard to keep track on all buildings which are being constructed in Rajasthan. Many at times, the officials issued ‘completion certificate’ to the contractors without actually visiting the sites or checking their blueprints. This has paved way for many illegal practices in past.
Now, the department has outsourced this job to a panel of architects that will verify the layout plan before issuing the certificate. After the structure is complete, the panel members will inspect the site to check if the building meets all safety standards and requirements. In case they find any faults in construction, the panel will register a case against the developer in the council of architects.
To speed up things, the panel will have to issue the certification within three days of application. This way, they can impose control on illegal constructions in the state.
