Why is this notice issued?
As Prasoon Joshi didn’t respond to a petition filed on the account of ban on the release of ‘Padmavati hence this notice was issued. Kamta Prasad Singhal filed a Public Interest Litigation seeking a ban on the release of the movie because it promotes immolation.

Although the court dismissed the petition, it had given liberty to petitioner to file a complaint through a representation to the Central Board of Film Certification (CBFC) within a period of three weeks.

As per the court’s order, the petitioner moved the representation before the chairman of the board on November 13, 2001. Three weeks time was given to Joshi by the high court has expired. But there was no response from Prasoon Joshi. High court issued contempt notice to Joshi for failing to respond.
